Homeowner Application Checklist

1. Verify that:
   
   - You are a resident of Summit County (including all incorporated towns) and you own and reside in the home for which the improvements are requested
   
   - You are requesting at least $5,000 and no more than $20,000 in loan funds.  Applications may be considered for as little as $3,000 in special cases.      
   
   - The property is within Summit County, including the incorporated towns
   
   - The property is not a mobile home (see FAQ's).
   
   - The property is not currently delinquent on taxes and has not been delinquent within three years (or under current ownership, if less than three years since transfer of ownership)
   
   - 180% AMI qualifications for Breckenridge (see FAQ's).
   
   
2. Complete a Home Energy Audit by a Building Performance Institute (BPI) certified auditor . 
   
   
3. Attend a mandatory homeowner educational workshop – Call 970-668-5703 or go to our online workshop registration.
   
   
4. Select desired projects (as recommended by the energy audit) from the Eligible Measures List.  (Note:  only residents living within the incorporated town limits of Breckenridge are eligible for loans for on-site renewable energy systems)
   
   
5. Obtain written “not to exceed” bids or estimates from a contractor (only 1 estimate needed per measure); Have contractor fill out the “Contractor Estimate Cover Sheet.”   (Contractors doing work on their own homes are eligible for the cost of materials only.)
   
   
6. Enter individual measures and dollar amounts on the application and submit your final application with all attachments (completed Home Energy Audit results and Contractor Cover sheet with estimates from each contractor) to:

   Applicants will be chosen after the closing date on July 15, 5pm.  Applications must be in by this date.  Final decisions will be made by either Summit County government or Town of Breckenridge. 
   
   If your application is chosen you will be contacted with information on how to proceed.  This will include signing a contract for the loan amount.   After signing the contract work may begin and contractor may request a partial payment for up front costs.
   The contractor is required to get appropriate permits from local building departments.  Some eligible measures require inspections from HC3 where the building department doesn’t have jurisdiction.  The contractor is required to contact HC3 for these inspections. 
   
   Once all work and inspections are complete the homeowner should complete the “Homeowner Certification” document and submits to County Finance for contractor payment. 
   At this time the County will calculate the actual total of paid invoices and submits this amount to the County Treasurer for amount to be assessed to the homeowner’s property tax.  Interest on the amount borrowed will begin as of January 1st, 2011. 
   
   All work must be completed within one year from Notice to Proceed or remaining funds are subject to forfeiture and recalculation of assessment.
